It's not like Japan can use the excuse "But we don't have a history of B&W minstrelsy here!" either, a quick google shows they've had performers blacking up for roles for quite a while. It still happens fairly often as well, there's a popular doo-wop group called GospeRats who perform in blackface and they only just formed in 2006. (That excuse is bullshit anyway, but I've still had people try to use it in arguments.) Japan also had lots and lots of cosplayers dressing up in full Nazi regalia for funsies, a while back a Japanese retail chain was selling a Nazi halloween costume and a Jewish group had to explain to them that wasn't cool
