That dog is in violation of the Marine Mammals Protection Act and could be fined up to $11,000 and spend up to one year in prison. The regulations specifically call out dogs as not being an acceptable deterrent. He is clearly hanging with a bad crowd and hopefully someone steps in and gets him the help that he needs.
