Yeah I don't know where they get those numbers from, but I don't think any superhero city is ever willing to define itself as small. That also isn't the only way those cities' locations have been defined, there's this 1978 map. But more recent maps of Gotham show it on three islands like the other nap. These things are in flux anyways.  Other fun fact about Delaware: Joe Biden lives just north of Steven Universe's Beach City (or where it would be if it existed. It's basically around where Long Neck is).
