there was an episode of the history of English podcast that covered a lot of these redundant doubled expressions that use two words that mean the same thing like "law and order" and the gist was that the phrases came about because they needed to be understood by both the English speaking peasantry and the French speaking aristocracy from Normandy, Brittany, Anjou or wherever. So one word (false) would come from the Anglo-Saxon root and the other (pretenses) would could from French

edit: the wikipedia article actually says that this is not one of those doubled expressions because pretenses means claim in the original understanding of the word so :shrug:
