Unless we're talking like in ye olden days before treated water was common and you just haul up extra strong drink to water down with alcohol until you get something with flavor and a high enough alcohol content to kill microbes.

Yes it can, the mitigation is him attaching a ground to the load before he uses his body as a path to ground. It is possible but unlikely that he is wearing some kind of ground bracelet/etc, in which case it will only electrocute his hand.

There are many of these kind of videos on youtube where they make everything from car batteries to gearboxes but this is easily the most insane one I've seen so far. A museum where I grew up had one of those threadmills, it was the pump from a mine instead of a crane. We kids could run it as a threat. While the adults got a speech about how the thing ran on child labour back in the day. e: they also had the ancient OSHA item.
