Yes it can, the mitigation is him attaching a ground to the load before he uses his body as a path to ground. It is possible but unlikely that he is wearing some kind of ground bracelet/etc, in which case it will only electrocute his hand.

That entire month of Jan 1998 was OSHA madness all over the greater Montreal region. I remember seeing asphalt removal machines being deployed to scrape the 2-3 inch thick ice off residential streets.

Anchorage AK uses road graders for ice removal, I think we had like one actual snowplow truck and it worked for poo poo.

We kids could run it as a threat. While the adults got a speech about how the thing ran on child labour back in the day.

e: they also had the ancient OSHA item. A small chapel at the mine entrance where the miners could pray in case the don't return.
