I completely understand what you're saying. I think it's truly one of those things where the scope of the problem is so big that the mind just refuses to process it.

Any time someone's explanation for their behavior doesn't make sense replace it with "Yeah I'm not doing any of that poo poo. I don't care." and see if things make more sense.

For what it's worth, he has no way of knowing this, considering he can't even get into a lot of the damaged areas yet. I'm sure there will be fatalities, but it's way way way too soon to put any kind of number on it.

I think a lot of this is just post-hoc justifications for normalcy/optimism bias. "It's going to all work out/it won't happen to me" is an insanely strong human urge, to the point that you're probably making a lot of bad decisions if you aren't constantly checking yourself against it. I think a lot of the other justifications come later, when people need to find a way to explain to themselves and the people around them what's clearly an irrational and dangerous decision.
