To oversimplify for ease of explanation: say you have a country with a static population of 80 million and a life expectancy of 80. Each year you would expect 1 million people to die as the old pass away and the young are born, yes? So if 1.01m people die in a year, there have been 10,000 excess deaths.

The full explanation involves statistical trends over time, a lot more factors and something resembling an actuarial table, but that's the idea in a nutshell: work out how many people should be expected to die, anything more than that is excess.

Under the Tories and prior to COVID we have had ten consecutive years of excess deaths in the five figure range, which even at its lowest was about a 3% variance on what was expected. Once you get to 2015 and a Tory majority government, that number rockets up to something like a 10% variance and stays there. The connection is pretty much indisputable; while we did have things like a really bad winter in 2016, numbers don't stay that high year in year out without an underlying cause and there is only one major change that aligns on the timeline - Tories in power.

I think the argument is that it's been caused by austerity measures, which were also adopted across much of Europe
