Qualifications to deter bad judgement just because of desperation for money e.g. Broke drug addict. It is also to strictly target the financial aid budget for the poor and low income families.

I think it is the right time. People are not too religious anymore and need money to feed their rabbit burrows.
This is also more acceptable than making abortion legal to most.
Over the next few generations you can expect reduction in illiteracy, crime, drug users, poor or low income generations, and many more.
A lot of these people also don't know what a vasectomy really is. We need to educate them as part of the program.
This will also remove the problem of current excuses, "I can't afford condoms or pills" or "it doesn't feel good with a condom".

Think about it. Because I know so many people who keep having kids but have little-to-no income.
Would happily support even if it is charity/NGO.
There are free ones, but I have never heard of them paying you.

There are a lot worse with 7+ kids, with no roofs over their head. Tell me again why they shouldn't have vasectomy?
