An institution does what it's incentivised to do. An institution with means-testing is incentivised to exclude applicants so it doesn't spend money, time and resources on them. As I've said many times before, that's just not a helpful mindset to promote in a vital social safety net, which is why, say, the NHS doesn't do it.

Yea pensioners all get £9k a year, (well please ignore how NI works means there are those who don't have enough years of contributions and don't), but thats counted as taxable income. if their others pensions brings them into a tax bracket, they pay tax, if not they are untaxed.
