Zahir Shah's rule had given them a peaceful period for a few decades which led to the development of an urban intelligentsia and socialist government, but this may as well have occurred on Mars to someone living in many of the rural areas - hence the left government was not able to fully stabilize against the other internal forces vying for power. The government called the Soviets in for help which polarised the population even further, Mr Wilson and the CIA of course took one look at the situation and applied the classic move of backing the most violent scumbags they could find, and the rest is history. Interesting to also note that by the time of the Soviet withdrawal the government was actually strong enough to hold out for another 3 years completely unsupported before the mujahideen finally captured Kabul.
