Which is really just odd - it's at best politicising the external body by giving it a balance between multiple outcomes without giving it any political accountability and at worst destablising things worse as it becomes routine to have the bank and state working at cross purposes. It really just seems like political cowardice, a willingness to pretend that offloading responsibility to other parties is the path of serious governance instead of taking all power necessary to achieve your openly stated goals.
