I believe yes he was a goon. I'm no expert but I think 'weird twitter' subculture/humour came from fyad or something and so you have a large subset of twitter utilizing memes and language directly from sa> and also some users like dril continue to be cool and influential over there. But I'm pretty hazy on the deets and I'm sure somebody who was there can clarify. All I know is twitter sucks and elon is like this boomer gatecrashing the cool kids party and everything sucks and just stop oil is funded by big oil so all we are is content for lovely adam curtis documentaries at this point

I saw a claim that the Twitter policy enforcement teams are not informed of his latest brain droppings ahead of time, and instead are literally finding out about them the same way you are: via his public tweets. Then they scramble to try to interpret and enforce the mad king's latest idea. Updating the TOS would imply there's some kind of sane process being followed. There is not.
