If you read the judge's order granting the punitive damages, she explains why she chose the amount that she did. There is precedence for a downward multiplier for a situation like this. By awarding effectively half of the compensatory in punitive damages, she has insulated herself from reversal on appeal. She has discretion to decide the number, and did so in a well reasoned explanation entirely supported by precedent.
