I think Ukraine can "hide" casualties since society is mobilized and, while there are probably strong regional differences, broadly supportive of the war effort. So there is a general complicity in keeping up moral. That's not true in Russia, so sure, if you take to the streets and declare the MOD is lying about combat deaths the cops will beat you up, but you'd need more than indifference to hide an order of magnitude of deaths. And if you fudge the numbers much less, why even bother?
