It's actually not technically the Punisher, it's one of several fake Punishers running around in the mid-90s. This particular guy is Carlos Cruz, a former cop recruited by Microchip for reasons I no longer remember. Really trashy comics but fun in that hyper-testerone-addled way.

To be fair, Punisher is an extremely well-regulated one-man militia. Those regulations don't always line up with existing laws, morality or even good ideas for reducing crime and suffering, but Frank is gonna stick to them regardless.

Oh, yes, he is very real. A millennia ago, we fought side-by-side on the fields of Svartelheim when the Dark Elves aligned themselves with the followers of Set. But, he's never mentioned Marc Spector, and you know, out of professional courtesy, I simply do not bring it up.
