On top of the obvious "accounts who have said something racist" my second thought is that a lot of targeted, personal bullying probably happens on twitter. People making accounts to harass their exes. Kids in school making a fake account to clown on the class victim and so on. Just a decades worth of pent up evil ready to be unleashed.
