since the russians are now apparently close to actually knocking out ukraine's power grid, the papers are calling it a crime against humanity etc. and my insistence that this sort of thing is pretty common in modern war is making me few friends in my local party meetings i have sources on US/NATO strikes on electric infrastructure during the serbian and iraq wars, but i would like to know whether this was also a thing in afghanistan and libya, with some kind of respectable source to cite if possible. i'm putting together a short document trying to lay out that the surprising thing isn't so much that the russians are attacking this infrastructure, but that they're only seriously attacking it this late in the war. this is naturally meant to be used to justify a general anti-war stance, not to minimise the awfulness of the present war.

You could argue both operations didn't really require the full "suite" of offensive measures especially the Taliban. That said, supposedly elements of Western Libya's water infrastructure was hit pretty hard.
