Professional engineer is suppose to be a protected term like doctor or lawyer, you're suppose to have a degree, license, code of ethics, liability etc. But there's different kinds like chemical, civil, physics, mathematics, mechanical, electrical, etc. Computer eng was originally spun off electrical but now it's own thing. But yeah programmers have been incorrectly calling themselves engineers for a while now.
