You have a government residency assigned at birth which is broadly divided into urban or rural. You are required to live in the area the hukou says you live. Nothing stops you from moving from rural to urban to work, technically, but you are unable to access social services, your kids can't attend school, you can't get medical care, etc, so realistically you're stuck. There are no advantages to rural hukou that I'm aware of. Urban hukou holders get services that the rural people don't. It's mainly a system to make sure the rural poors stay rural and can't permanently relocate to the cities--you can come and do poo poo work for us urban elites but then you have to leave. It is technically possible to get urban hukou if you're rural, it's quite difficult though. Roughly 2/3 of Chinese are rural hukou.

The issue with "artificially low" rents, is you get people who will never be able to move, because having your housing budget increase by X% is something now one wants. I know a guy in california. His landlord got lazy about increasing rents then the state changed rental rules as in rent increase can only happen every 12 months and only by some wonky formula. The short version is this guys rent is like 400 cheaper then places next door. Now the plan for him was to basically save up, change jobs and get mortage, its what his neighbors have done. The normal arguement would be that for what he paying in rent he could be paying for a loan, and moving up the property lander. But if lets say you stop new housing stock from coming on line then he would just be traped in that unit. Still not a loving hoku system.
