If they were actually preparing then why was the Russian army set up for small scale engagements, lacking the logistic units needed to act far from rail systems, the mobilization system dismantled, and the Donbas militias only handed the oldest cast-offs? A lot of people seemed to have happily worked towards making this war happen, but no one really seemed to think that it would.

I'd say it was a net positive for Ukraine. It tied Russia up for quite a while for what, a few thousand lives? The Kherson bridges were probably a mistake but overall Ukraine's done pretty well. It seemed like it did a good job of shepherding it's limited assets at the start of the conflict. It's not like Ukraine is a command economy or something, any preparation had to be accomplished whilst working around many competing interests.
