The punitive model of crime says that criminals are responding to incentives, so that if a criminal is planning to steal $1,000 and has a 1% chance of being caught, the punishment needs to cause suffering equivalent to at least $100,000 to deter the crime. That could be two years of prison, or eighteen months of prison and a kidney. The important thing is that they suffer enough to pay their debt to society. Things like vocational training and job placement would only incentivize more criminals to commit crimes so they can go to prison. This model is nonsense and doesn't work in the real world, but it's a fantastic source of cheap labour.
