The band's name resembles a human name, translating to "Eppu Normal" (Eppu being a nongendered first name). I tried and tried but couldn't find a wordplay in the sign, so my assumption is that the joke's just "Eppu Normaali is an old band, therefore having their shirt proves you're at least 18 years old to buy alcohol". In Finland you can buy mild drinks at 18 and strong ones at 21, IIRC.
