He could be, depending on what the landscape looks like at that time, but there's also plenty of scenarios where there's no benefit in it for him to debate and nothing to lose by sitting out. For example of DeSantis decides not to run, why should Trump bother showing up to a debate? Nobody else is even a minor threat to him.
