It was so long to go without hearing Eren's inner voice, but I liked the through line that Eren is unwilling to sacrifice the people of Paradis for the rest of the world because the rest of the world isn't the paradise he imagined but just another kind of fascist and evil, and that the people of the world know they didn't make a world worth the leap of faith to save.

Some people still don't care, but being reminded of the personal cost sometimes shakes people out of a theoretical understanding to actually confront what the consequences would be of the actions they endorse. You see it with Jean and Reiner in the context of the show. They'll both talk about horrible things being necessary, but when they actually see the consequences, Jean backs down and Reiner breaks down. (Meanwhile, Armin keeps moving forward. It's a fun thing about Jean and Armin's friendship that Jean is the cynic... but he does the right thing in the clutch, even hesitating when people have guns aimed at his head because he doesn't want to hurt people. Meanwhile, Armin is the nice guy always talking about diplomacy, but he'll set off really morally compromised plans without blinking, even if he feels guilty later. They understand each other in a way most people in the cast don't.)

Here's the medal in the manga. So they definitely made it more detailed in the anime. The season 3 finale, "The Other Side of the Wall" aired in July 2019. The first chapter with the Founding Titan, "Island Devils", was released in November 2019. So WIT might have gotten a heads-up about the Founding Titan's design, I don't think that's unprecedented at all. It may also just be a coincidence. Given the design of the Founding Titan is very clearly a puppet on strings, the theme of Eren being dragged forward by a fate he can't change, and that it all started when he kissed Historia's hand, I don't think it's crazy to say that the design was purposeful. The medal being a physical version of the metaphorical strings that are about to be tied to Eren doesn't sound all that out there to me.

I'd say the difference between the manga and the anime is large enough to say it's intentionally evocative of Eren's Founding Titan form.

Visually it's just a little too close and thematically, it just fits together a little too well for me to think it's a coincidence. I'd say WIT somehow knew what the Founding Titan was gonna look like, or Isayama got the idea for it and just passed them an updated drawing for Historia's little cape thing without saying exactly what the significance was. Like, it's literally Eren looking at the exact shape of the strings that are about to ensnare him. It's just a little too fitting to not be on purpose.
