Well you see there is this thing called the Doppler Effect which is "the apparent change in frequency of a wave in relation to an observer moving relative to the wave source." A common occurrence to observe this phenomenon is when motorcycles pass you, as the engines typically run at very high revolutions. This high RPM by the engine produces a loud sound, coupled with the (typically) high speed of the motorcycle, creates a distinctive sound as the motorcycle approaches you then a distinctly different sound after it passes you. The doppler shift. The joke here is the motorcyclist pulled over further down the road after passing the cyclists, the cyclists caught up, and one of the cyclists jokingly made the same sounds they heard when the motorcyclist passed them a few moments before. Thus comedy was achieved.
