Just one crab with a Jamaican accent, a bunch of merpeople with American accents, and some white people with English and American accents. The Merperson language can be excused away by saying that they never had significant contact with humans and ended up independently inventing the English language as their native tongue, but with a Merperson dialect due to the cultural/experiential differences between mer-society and human society. This is backed up by the use of words like "Dinglehopper" that would normally be picked up through context during intercultural exchanges between the under sea world and surface world. For the humans, we can only assume that the story takes place in an alt-history version of Northern Europe where the Norman conquest of England was successfully beaten back and a counteroffensive was launched that eventually resulted in settlers from Cornwall colonizing modern-day Copenhagen. The crab's accent and why Ursula has Octopus appendages despite being the sister of King Triton and a Merperson are both unexplained in the actual text or subtext of the movie.

She was banished from Atlantica by her brother (the now King) Triton shortly after their father died and Triton remarks that she had tentacles in her youth. The only polymorphing magic she uses on herself was a glamour to appear human under the alias "Vanessa" when she tried to seduce Prince Erik. Therefore, the tentacles could not have come from magic (unless there was an unmentioned curse on her parents that only impacted her and not her sibling). Ruling out magic, there is no explanation in the text or sub-text of the film that firmly establishes why she has tentacles. She is also the only Merperson with tentacles instead of fins. That could imply some sort of birth defect or possibly that she was not the biological sister of King Triton and was merely adopted from a previously unmentioned sub-species of Merpeople that resemble Octopi. Unfortunately, there is nothing in the text that supports this. I have not seen the animated TV series or direct to VHS sequels, so I'm not sure if they clear this up in either of those entries.

Where in the Little Mermaid canon does it state that it takes place in Denmark? The knock-off version from 1860 or whatever was there, but I don't recall the original Disney movie being in Denmark or anywhere cold, given how plunging Prince Eric's v-neck shirt is.

We do know that Atlantica is located within the Atlantic ocean and based on images of the castle, the lagoon scene, and the spelling of Eric's name I think it takes place in the American South East, maybe Florida.
