ChatGPT and its ilk are MegaHAL + 20 years of NLP research + big data techniques as a corpus instead of 150kb of Xanga copypasta + some good creative programming work for the "...as song lyrics" results. But it's still, at the core, a travesty generator, and like any other system that is bounded by its dataset, garbage in means garbage out.

People like to treat that thing as one would a human intelligence, because it is in our nature to anthropomorphize anything with which we would communicate, but it really isn't. It just replicates words and patterns it comes across with no capacity to understand them as a person would, with a bias towards replicating actions that result in positive feedback. Asking questions like "what did Elon mean by posting that meme" is absolutely pointless. If one becomes a billionaire and purported tech genius entirely off the back of taking credit for other people's work, stealing becomes second nature, even cases where an even mildly reflective person might realize that this meme is too stupid for even nazi clout.

It's sad and funny that Msuk now only cares about engagement. He could tell his remaining software guys to cheat, like they already tried, and artificially boost his numbers, but doing so he would have to admit to himself he's a fraud and not funny or smart or interesting. In turn, his software guys could do it outside his knowledge to keep him happy, but they probably don't have the time due to the workload and stress he dumps on them, and because he has to pass every stupid whim he has on them immediately.
