It has multiple options (you specify at build time, they're baked into the firmware image) like "brick the chip forever", "brick the chip except for the manufacturer", but I'm too afraid to actually try it for fear of wasting my chips, but I assume it was included for military purposes/etc. The manual says it works by deleting the encryption key used to decrypt the firmware.

A bit more serious than another FPGA I used where they just promised the PROM couldn't be read by electron microscope.

The decision what happens then is almost certainly not a legal one, but a political one. There would be legal basis in arresting him. On the other hand, a lot of the ICC party countries would really want to find some way to not do that, for obvious reasons.
