If you don't have opioid tolerance you are super vulnerable to even tiny amounts. I don't have a complete economic model to demonstrate the business viability of incorporating fentanyl into any given drug-making business model but the available data suggests that it's happening for whatever reason and a whole lot of people are being killed.
