Then, they say that Soong died before he could finish the project and that the integration effort failed with the different personalities still at odds inside the body. So it looks like the writers are making a metaphor about the androids being soong's children and how lore is in there because just like with your own kids, you have to pass on the good and the bad.

You know, it occurred to me (maybe not an original thought) that a way more interesting Picard show would have been a younger more swashbuckling Picard as a captain of the Stargazer. Stewart could be an executive producer to satisfy his desire to make Picard be an action hero. Maybe even figure out some way to frame it so it's mostly happening in the "past" but occasionally we see Stewart in the "present" somehow relaying the story so he gets to also act in it. And instead we got this.
