The "easiest" lever to pull for the "management" of human population is reducing income inequality. The less the income inequality, the lower the reproductive rate. Usually to about replacement rate. That's why these conversations are so gross and pointless. We know the solution to this apparent problem but the global ruling class aren't going to massively redistribute their wealth, they're gonna start killing people.

There’s no need for unnecessary panic, the world just needs to collectively agree to an 80% decline in energy and material consumption on average, with much of the west being closer to 90+%, indefinitely, at least for generations, or billions of people will die. Traditionally populations have responded well to order of magnitude drops in quality of life so this shouldn’t be a huge issue. The only alternative is that the most powerful and well armed nation that has ever existed will immiserate and burn the rest of the world to maintain whatever it can for its ruling structure, but it’s unlikely humans will act so selfishly in the face of a global threat
