generally when you have power you sort of can't help but appeal to some people. the US were in power in iraq for a long time, and a fair amount of iraqis will have seen US soldiers guarding a polling station or seemingly sincerely trying to fix some kind of problem. also the question is "do you think the US is serious about [democracy]", not "do you think the US has had a positive role in the region"

I think it boils down to party politics, and there are still some pro-American factions in Iraq (including Kurds) that see the US as a way to balance against Iranian influence. There obviously pro-Iranian parties as well. The KDP and the Progress Party (Kurdish and Arab Sunni moderates respectively) are probably going to be more pro-American than Fatah supporters. Al-Sadr was a bit of a wild card.
