I think its one of those situations where it really works both ways. I've always seen it as City, State but its not that big of a stretch to think of it as a song writing device of saying it twice.

I just realised that the Steven Universe episode "Kiki's Pizza Delivery Service" - and, very probably, the reason the character is named Kiki - is a reference to the movie "Kiki's Delivery Service". :doh:

I haven't seen that movie, but I've watched the whole series of SU five or six times.

I used to watch MST3K a bit as a kid, and in the last couple years or so I've been watching it again and... I just realized that the long hallway transition is probably the literal route the characters take from one side of the dog bone-shaped Satellite of Love to the other.
