It's was a great success though because they learned so much from the launch like for instance that you need a flame diverter and 4/20 is hilarious.

Flame Diverters would mean the Army Corp of Engineers would get involved to do the trenching properly to the scale required, which would have raised issues about the protected wetlands, because Musk doesn't give a poo poo about anything other than doing it as fast as possible. Him framing it as "anything past the tower is a cherry on top" is because he was managing exceptions, because he likely had a lot of smart people telling him it's going to blow up.
