Haven't we tried this numerous times and it always fails? People just aren't cool with being nickel and dimed to access random stuff. The best you can hope for is to get them to subscribe to a lot of a particular type of content, but hell no would I ever pay Elon to be the aggregator for my content.

Twitter is also not paying their bills so the odds of any of these outlets getting paid is slim to none. Seems like a way to desperately generate some cash for a dying company. I don't think he has any intention of paying the share out.
