yes it is. you pay a lease (property tax) to the government every year for your land, and if you stop paying it, they seize it and sell it to someone else. and even if you're paid up, as the true owners of the land the government can terminate the lease and evict you when they feel like it through certain legally sanctioned processes (eminent domain).

the only way you can truly own land is if you control the military that holds it against other militaries trying to take it.
