That's deicing with type 1 deicing fluid, which is pretty much just diluted and heated propylene glycol. Which mostly just melts frost and ice, and provides minimal protection from further contamination (you'd only use it when there's no active precipitation). The other fluid types are more neat because they're non-Newtonian fluids and they shear off when the plane reaches a certain speed.
