Yes, rebar makes it not snap when the pillar bends, concrete makes the pillar not to compress under the weight of the deck. If the rebar rusts enough to lose contact with concrete, or concrete fractures enough to start lose its form, the weight of the deck lies basically on a loose stack of irregularly shaped concrete elements, which also starts to shift in wind because rebar isn't there to keep it in place. And when those pieces of concrete get loose, the pylon either compresses under the weight to compensate, or just snaps in half. And those cock-rings aren't going to be able to keep it together.

in those first pics of the damage there was a watermark that kinda camouflaged the exposed horizontal section & you could see the verticals they were just coated in concrete dust and poo poo

iirc the Kerch bridge was designed and constructed by dutch contractors, not donestically, and they did a legit job with it. that area has 70mph crosswinds regularly, with super salty water, so its a lot harder to cut any corners than most other infrastructure

that pillar doesn't look healthy tho, and looks like it's right where they reattached the dropped section

Concrete cracks are rarely a uniform fixed width so I wouldn't put much faith in that image. On the other hand Russia says the bridge is fine and they are generally full of poo poo. So I wouldn't trust that the bridge is fine either, even if the image is a shop.
