The timeline contradicts him but Putin's claim is that Zelensky agreed, in principle, to the draft of a peace agreement and based on that Putin withdrew all forces from Kyiv and then Zelensky changed his mind and didn't sign the agreement. Which makes Putin look like an imbecile and painta Zelensky a shrewd operator.
