I'm pretty sure this is Civil War #7, when Spider-Man realises he's on the wrong side and switches to anti-registration. There's some leadup too, but this is the page everyone remembers!

That's because they figured out that sales went up when they restart a series with "Issue #1" So they periodically reset the numbering on series.

But sometimes they also revert back to the old numbering system to celebrate milestones and such, cuz that also causes upticks in sales.

And sometimes they just arbitrarily renumber stuff for reasons.

Comic are weird, and so is the comics business.
