Because they don't allow common soldiers and squad leaders to report to them armed, and surround themselves with bodyguards. Last year it was said that several Spetsnaz or similar types would be present with the senior officer or unit commanders at all times, and barring anyone saying otherwise, I don't think that's changed. In addition they keep themselves far away from the action to make such a situation extremely unlikely at best.
