I think it's anti-air, yeah. it's common for rounds that do have explosive filler to also have a timed fuse so they destroy themselves if they didn't hit anything before coming back to the ground. I don't know enough to guess at the system, but you can see a similar thing happen in some Gepard intercept videos (though it's definitely not that, obv). It looks pretty far from where the missiles actually hit though so  . maybe they lit up some decoys?
