I figured Star Destroyers have boarding parties so the crew numbers are inflated. Also their turbo lasers are all manned units so there's that.

What the Empire needs is for every young man who isn't gainfully employed to be recruited into the military to keep him out of trouble. While sci-fi numbers are always lol, Star Destroyers are basically battleships plus carriers, designed to be mobile force projection and carry things like AT-ATs and TIE squadrons. Having basically a mobile garrison of troops makes sense, not to mention support and service crew for them.

I imagine a sentient ship stocked with Stormtroopers would do something similar.

Having a kilometre long ship park itself right over a capital city with not only thousands of troops, but thousands of bureaucrats ready to audit your planet's finances while blockading the entire world and the whole shebang run by officers only interested in backstabbing each other to move up the ranks even if it means they burn your world to the ground would be pretty terrifying. Also funny thing is while it's not pointed out in the show, the loosely related Fall Of Cybertron game gives a ready reason why the Nemesis can so easily turn sentient and brutal: it used to be Trypticon, forcibly reformatted and mode-locked.
