That is, all “engineering work” must be done under the “direct supervision” of an RPEQ. This is the case for any engineering discipline. “Engineering work” is basically where any technical decision must be made. Calculations are the obvious one, but it’s a pretty broad umbrella. The canonical counter-example is that simply following the wiring guide for wire colours/sizes is not engineering work, because all the decisions involving engineering have been done and baked into the guide. For dinky fly-by-night companies, this just means the boss has it and all the engineers eventually report to them and the company simply hopes they never get attention of the board. For more established ones, there’ll be a process in doc control for an RPEQ sign-off. As the senior engineer of a team, that was part of my role.

IMO engineers Australia is overpriced for what it's offering, given that ImechE and the other engineering council institutes are all recognised more globally. If there was a need for RPEQ at a national level (RPEA or something similar) though I'd aim to get registered. My union (Professionals Australia) does help members get RPEng status and will also pay us if we're RPEng to assess others so maybe I'll go down that route

But at the end of the day, so many interstate dinky places will do work that ends up in QLD and it's never certified, it's like playing whack-a-mole and they tend to only pursue the obvious violations. Yeh, RPEng is a popular route to getting RPEQ in lieu of EA. It's cheaper and the requirements are way less burdensome. But my work basically herded us into EA so EA it was for me. They paid for it so I believe the NER is slowly moving towards a national equivalent set of laws, but the wheels of bureaucracy turn slowly indeed.
