Presumably they are far enough away from town that you can't hear what they are saying, but you can see them. Waving arms could mean "SEND HELP!" or "HOORAY! WHALE MEAT FOR EVERYONE" or "FIRE!" or "ENEMIES APPROACHING". From a distance all arm flailing looks panicky. But jumping with both feet is visually distinct and a meaning could be agreed upon beforehand.
