I don’t think it’s implausible that one of the richest people on earth would have access to doctors that would prescribe medical-grade ketamine. “Treatment-resistant” depression also isn’t a high bar to clear, it usually means you’ve tried two treatments that didn’t work, and it sounds like Musk has at least tried SSRIs. Of course, it’s also not implausible that he’s abusing it too. It’s addictive/habit-forming and it sounds like he uses it recreationally as well.
