He is, however, entirely incapable of putting himself in her shoes to realize what the problem is and probably can only offer nonsolutions like "have you tried asking them to stop" because that kind of thing does work for him (since he's the boss and everybody has to do what he says) and he doesn't want to have to have hard conversations.

If you don't clamp down on that kind of behavior as soon as it shows up it will fester as more and more people think "well if he's doing it," and before you know it your company accidentally has a culture of being horribly sexist.
