The meeting recorded was framed as policy for any dispute between employees not specifically SA/harassment. And Linus said that said if they don't feel comfortable doing that, go to HR. And that's part of the problem with that talking-to he gave. It wasn't directly addressing what happened and trying to fix it. He was just reading the employee handbook to them. If you read/listen to that with the context of what Madison went through, it sounds (and is) way worse.
