there was a west german experimental TOW launcher that had the missile on a big arm it could elevate like 30 feet to shoot over hills but i cant remember the name of it nor find any photographic proof of its existence, but it was definitely real and is probably in the german tank museum storage garage

Well, like, they loving had it. That was one of the many, many things LCS was promised to do. The Navy is also supposed to retire the RH-53D that are used for aerial sweeping, but the promised, I guess RV-22 (?) has not materialized.
